bump with new info. Beside the IDE no tooltips were showing in any Delphi compiled exe. Exe Tooltips show on a different PC which was running Win XP. Updating to windows 10 21H1 no change. Installed newly released Delphi 10.4.? Community Edition and IDE and exe tooltips displayed initially but on later execution nothing.

I have just noticed I have no tooltips in the IDE. I'm sure they were there weeks ago when I last used the IDE. No tooltips for menu buttons or in the code editor or debugger. Delphi 10.3.3 CE on windows 10 20H2. I don't know if I installed anything that should interfere with Delphi. Anyone got any ideas?
