Faulty paint in TActionToolBar within Remote Desktop

Using Delphi Athens - TActionToolBar with an ActionManager - Remote Desktop ONLY.

 

When a user hovers their mouse over a button, it goes into a highlight state, but when the user removes their mouse, it stays highlighted.

 

In the screenshot attached, I've hovered over SomeAction, Invoicing, and Shortcuts and they remain highlighted. 

 

Any ideas?
