Webbrowser control cannot be navigated to some URLs in Android

Webbrowser control cannot be navigated to some URLs in Android. For example
Webbrowser1.Navigate('https:/www.google.com/search?q=%FE');
The command tells it to search for the letter Ş. While this code works normally on Windows, it gives an "No mapping for the Unicode character exists in the target multi-byte code page" error on Android.
