Windows Keyboard Language Not Changing Until Data Is In Edit Mode

Hopefully this is the right place to post this - please let me know if it needs moved.

 

As the title states, I am able to duplicate this behavior with a simple test program that has 1 data-bound text edit control (TDBEdit) on it. The Windows Language Bar says EN until either I force the data into Edit Mode by choosing the Edit button on a TDBNavigator or after typing 1 English character and then it will change to the appropriate keyboard language I have as default (JP). Is there a way to default my application to be detected as another language - in my case, Japanese - before my data is put into Edit Mode?
