Win11 & 24H2: always display the scrollbar for any component

As on Windows 11 & 24H2, the scrollbar arrows (thumbs) gets hidden after focusing on most applications but not on Win 11.

 

Seen now on all my applications D2007, Rio (32 & 64bit), but not using FMX or even Rio IDE.

 

As setting on Accessibility /  Visual effects / Always show scrollbars ON.

 

This new scrollbar layout requires at least 2 lines on TListbox, otherwise thumbs as not clearly visible.

 

How to overcome this behavior?

On Windows 11 24H2 using the switch ON / Off. This looks as by design.

 

BUT: existing applications behaves differently...

Now how it shows up using D2007 O:( even "Always show scrollbars" as ON.

 

As this gets wired as soon mouse off the listbox...

Ok - now I understand. 
Not sure I can see the same problem with 11.3 or 12.2. 

 

An example app with source code would have made it easier to compare.
