Install, activate and use Delphi on an offline computer (windows)

Request for assistance and improvements regarding offline installation of Delphi Community Edition

 

Dear Delphi-praxis members,

 

I am currently attempting to install Delphi 12.1 Athens Community Edition on an offline machine (windows), using a valid serial number obtained through registration. Embarcadero generate only as serial number, and need internet connexion to activage. Advanced methods can alternative process, like import reg *.txt *.lsip files.

 

So, on a connected machine, setuped and activated, the License Manager confirms the license is activated and references a .slip file — however, no such file is present in the installation directory, nor is any .slip or reg*.txt file available for export. All network-related license actions in the License Manager are disabled (grayed out), including the option to extract a license for offline use.

 

This makes it impossible to activate Delphi on a secure offline machine, despite having a valid license. I would greatly appreciate guidance on how to proceed with offline activation in this scenario, or access to a tool or portal that allows exporting the necessary license file directly from my Embarcadero account. Offline mode is supported despite : Offline Installer - RAD Studio

 

Why offline installation matters

Many developers and organizations operate in environments where internet access is restricted or prohibited for security reasons — including protection against network attacks, industrial espionage, and compliance with internal or governmental regulations. In such contexts, offline installation is not a convenience, but a necessity.

 

To support these use cases, I respectfully suggest the following improvements for developpement solutions:

 

  1. Enable license file export from user accounts
    Allow users to generate and download .slip or reg*.txt license files directly from their Embarcadero account dashboard, without requiring a separate installation on a connected machine.
  2. Simplify post-installation component management
    Provide a standalone tool or documented method to download and install additional components (e.g. Android SDK, language packs, InterBase) after the initial installation — especially for offline systems that were originally set up for Windows-only development.
  3. Clarify and unify offline procedures
    Ensure that the documentation for offline installation applies clearly to Delphi Community Edition, not just RAD Studio, and includes step-by-step guidance for license activation and component setup.

I doubt those organizations will meet the requirement for the Community Edition. CE is for individual (hobby) developers and start up companies.

The Community edition does not support offline installation or offline registration.. You need a Paid edition for that.
