offline Installer switches

when I run the offline installer with a /?, /help, or /h switch;   I get a document that takes up the middle section of the screen.  The  document is not movable, with mouse or keyboard and runs off the bottom of the screen. There are no scroll bars. There are perhaps a dozen switches you can read.   /Add /repair and    /modify are not among the ones I can see  like /noreboot or /help itself .  The only active part of the document is the close (red x) at the top right.  without the right syntax none of /add /modify /repair  seem to work.   Even if I use one of those on the command line the installer goes right to the page where you have the choice to uninstall the old version and reinstall this one (they are the same)   I am given another choice on the next screen to un-install + re-install (which by the way works perfectly but take quite a bit of time.  Nothing I've tried to add or remove has worked either.   

 

Ive searched Embarcadaro documents which say that the installer is supposed to give me a choice  to add to, remove from,  or update the installation.  even off line.         The other choice I've read about is Gitit.  Does that run from the command line?  The docs give a command line command or a script to set a switch (in an ini file?)  to make it run in 'online' mode.     could I use Gitit to add to the win32/64 DCU files?

 

the package manager in the IDE does a search and tells me 'nothing found ' on every category/

the package add  window implies my version of 12 may be restricted from downloading some packages.  

the packages I want to add are DelphiRTLWin32,  &  DelphiRTLWin64   ( they may be Delphi-RTL-Win...) 

They are needed for a genuine console app.   They were present in earlier versions.    there were several( 3 or 4)  DCU file in the win32 lib and I think they've been upgraded to win64.   I'm pretty sure one of them was System.Console.dcu.   They definitely are NOT in the WIN32 lib right now.   Any one have any ideas or solutions.  

Even a switch to bypass the uninstall choice and got to a selection page would be nice
