cross-platform audio editor?

I'm looking for something to use as the base of a simple audio editor that can be built to run cross-platform (Win, Mac, maybe Linux).

 

• able to set the basic channel settings (mono/stereo, 16/24 bit, sampling rate)
• single channel (mono or stereo)
• waveform display
• ability to record and easily edit (zoom in/out) recordings up to 1 hour
• a Normalize function would be good to have
• ability to Save As ... WAV, FLAC, MP3

 

As I said, pretty simple. (It's for recording audio books.)
