10.4 move editor tabs around not working

Does it work for you?  I cannot move tabs around in the editor in 10.4.  It was working fine in 10.3.3 and in older versions as far as I remember.

Works for me, but is a bit sluggish.

There is a bug. You cannot move active tab. You need to select some other tab first and then you can drag the tab you want.
