Looking for License Plate Recognition library

Can anybody recommend a good 3rd party library that is being maintained and has automobile license plate recognition from a video stream with neural network technology integrated for accuracy?

Not sure how "good" it is, however you might like to look at: https://github.com/r1me/TOpenALPR

Incidentally, that took less than a minute of Googling. I had heard of the library before though, so I knew it was somewhere...

I believe that this library is no longer supported according to documentation that I read when doing other research.  Thanks for your help.

Curious if the product can read from a video stream sourced by a camera?  Curious how to bring this these images through to the Delphi front end using the Delphi4python toolset.

Hard to recommended anything with zero requirements listed.

 

It is available as a service if you have the money from providers like Automatic License Plate Recognition - High Accuracy ALPR (platerecognizer.com).
