IDE doesn't opens, after double click on the icon (ide .exe file or bds.exe), i got this error below.

I mean, by default my windows profile is set to admin privileges so that's why i run as admin. 🙂

My user is administrator, but because of UAC I run by default with restricted rights, as a standard user. Only if necessary do I run a process elevated. Do you have UAC disabled?
