Getit has not been restored for versions prior to RAD Studio 12.0 Athens yet.

As of today there is a rebuild web installer for 11.3 available on my.embarcadero.com.

And, I'm pleased to say, the GetIt server is once again available in Delphi 11.3 CE. My cyniscism was misplaced.
