D13 already has a patch

"The RAD Studio 13 September Patch provides quality improvements to the 13 release, focused on issues in the C++Builder IDE with USEFORM macros and the refactoring menu, a version mismatch in PAServer for MacOS, missing components in the Indy library integration, and a FireMonkey design time crash."  

Does this mean PAServer doesn't work without the patch?

PAServer works without the patch. The fix was for PAServerManager.

I'm trying to install the patch and it hangs in step "Processing downloading" for a long time

The readme says:

 

"Note: The patch includes an updated version of PAServer. This is copied to the patch download folder, and you need to copy it over to your target devices (Mac, Linux, Windows) and install it manually there."

 

I must be very ignorant.... WHERE is this patch download folder?

On my system I see a C:\Users\<username>\Documents\Embarcadero\Studio\37.0\CatalogRepository\13Patch\1.0 folder

That is correct, I also wondered why this was not simply copied to the main Embarcadero/37.0/PAServer/ folder, as it should be the normal way patches shall work, IMHO.
I also had to search this for little while.

The Uninstall button in GetIt has a drop down option to open that folder.
